Notice to Bidders and Newspaper Advertisement

The State University of New York at Albany will receive sealed bids for project number P-1453B titled Whiteface Essential Repairs 2025, Phase 2 Silo Electrical Upgrades until 2pm local time on May 19th, 2025 at University at Albany, Service Building “A”, 1400 Washington Ave., Albany, NY 12222 Room 103, where such proposals will be publicly opened and read aloud.

Work Covered under this contract includes but is not limited to: Removal and Replacement of the existing 400amp main distribution panelboard and fused disconnect, remove selected branch circuits, including outlets and covers, back to their source. Replace wiring and devices as called out in contract documents. Coordinate with owner all associated power outages as required for project as this power serves multiple agencies at the summit. Scheduling will be extremely important with this project.

All work of this Contract shall be completed no later than October 31st, 2025. The location of this project is at the summit of Whiteface Mountain, and this date is all weather dependent. The work shall commence five (5) calendar days after the contract approval date of the Office of the State Comptroller.

A pre-bid walkthrough to review the scope of work and site conditions will be held on May 5, 2025 @10am, weather permitting. As stated elsewhere, this building is located at the summit of Whiteface Mountain. If the road is not open for vehicle traffic at this time, an addendum will be issued with a new date for the pre bid walk through. Interested parties shall meet at the main lodge at the base of the mountain, University at Albany’s Whiteface Lodge, 110 Marble Mountain Lane, Wilmington NY, 12997. The engineer will review the project drawings and specifications prior to the visit to the Silo, located at the summit of Whiteface Mountain. This is not mandatory, but it is highly recommended that anyone truly interested in this job attends a site visit.

Bids must be submitted in duplicate in accordance with the instructions contained in the Information for Bidders. A bidder must demonstrate, to the satisfaction of the University, that it has successfully completed three (3) contracts of at least the same size, scope, and complexity to this contract within the last five (5) years.

Contractor must be able to secure material, labor & performance bonds for the full amount of their bid and should be prepared to anticipate a value in excess of $90,000 for this project. Please note that this project is exempt from Wicks Law.

Bids must be submitted in duplicate in accordance with the instructions contained in the Information for Bidders Security will be required for each bid in an amount not less than five (5) percent of the Total Bid.
